Buyer: North East Lincolnshire Council
Title: Pre-tender for a Stopped Vehicle Detection (SVD) solution
The lowdown: For the first time since we started running this series in 2018, this week we’ve been able to identify just one pre-tender notice. As the coronavirus response takes precedence and supplier engagement exercises become more difficult to pull off, the public sector’s capacity for tech planning is diminishing.

The sole PIN out there this week comes from North East Lincolnshire Council, which has unveiled plans to procure ongoing hosting and support for a learning management system. It is now planning to consult the market and plans to publish a contract notice by 1 June. The value of the contract is yet to be disclosed.

The lowdown: NHS Digital is preparing to spend £9.3m on a terminology server. According to the contract notice, the server will “store and link definitions in the use of clinical classifications, coding and terminology across the NHS and wider UK Health and Care sector”. The deadline for applications is 23 April.

Lowdown: The security and defence contractor Qinetiq has secured an £11-12m contract to deliver new geospatial intelligence services. The contract notice is light on detail, but a supplier engagement day listing from TechUK sheds some light on the work: “The PICASSO Programme delivers Imagery and Geospatial Intelligence (IMINT and GEOINT) services; allowing information and data to be discovered, collected, consumed, analysed and disseminated to provide intelligence products.”
